Many options in "City" menu aren't cities

Bug Description

Binary package hint: ubiquity

Ubiquity's "Where are you?" stage invites you to "Select your time zone ... by region and city", and has a "City" menu.

However, many of the items in the "City" menu are not cities in any sense of the word. These include Guernsey, the Isle of Man, Jersey, Lindeman Island, Lord Howe Island, most of the items in the "Indian" region, and all ten items in the "Antarctica" region.

I'm not sure how to fix this. "Select your time zone ... by region and city/island" would be jarring. "Select your time zone ... by region and locality" would be more accurate, but rather vague.

Could be "Select your location" or "Select your location and timezone".

Nowadays the timezone selection is not oriented towards cities as much, and the instructions don't reference selecting a city.
