When building on lpia, ubiquity 1.11.18 did not get ${shlibs:Depends} dependencies inclusion (dpkg-gencontrol: warning: unknown substitution variable ${shlibs:Depends}). As a result, installation as part of an image does not cause installation of libdebian-installer4, which causes user-setup-apply to crash immediately before adding the user to the default groups, which causes the user not to be able to run sudo, which causes install to fail.
A local rebuild did not expose this issue, which implies that it ought be solved by rebuild of ubiquity without source modification.
