partition_too_small doesn't take ignored files on DVDs into account

Bug Description
Binary package hint: ubiquity
On DVD installations, we skip copying a number of files as an optimisation, which makes the required space much smaller. However, partition_too_small doesn't account for that, which means that the partitioner emits a warning message on disks that are more than large enough to cope.
(Unfortunately this will make it much slower. I don't have a good answer yet.)
