[oem] No desktop shortcut for "Prepare for shipping to end users" on 23.04 Legacy

Bug Description

While doing the OEM ISO test, I noticed that the "Prepare for shipping to end users" shortcut was not on the desktop. It is still present in the Applications list in the Activities Overview.

This is a regression compared to Ubuntu 22.10, where the file is named /home/oem/Desktop/oem-config-prepare-gtk.desktop

My understanding is that OEMs exclusively use the LTS versions of Ubuntu.

We are also hoping to no longer need to provide the Legacy Ubuntu Desktop installer for 24.04 LTS.

The oem install seems quite buggy, KDE plasma is also installed on the target

what's going on with the desktop it seems https://git.launchpad.net/ubiquity/tree/scripts/plugininstall.py#n1350 is being called before oem-config is installed on the target and such the file_exist check fails and the .desktop isn't copied

the fact that oem-config isn't installed yet could be a consequence of kde getting intalled which is taking a while...

Thanks for the report.

So while it is unfortunate that this has regressed, all the energy for OEM for 24.04 is going into the New Desktop Installer. I recommend that we leave this alone.
