By default from focal onwards desktop installations install hwe-YY.MM kernel flavour and track rolling hwe kernel.
Upon upgrades from systems installed using installer from before 19.10 they are stuck on linux-generic.
It seems to me that when upgrade-manager is running in Ubuntu Desktop mode it should upgrade GA to HWE tracking kernel when upgrading to new releases.

This way dist-upgraded machines to a new release; will behave the same as newly installed release.
