After choosing fresh install using the total of the disk and clicking next, ubiquity will show the suggest layout of the partitions if we click return to previous options the install button gets disable without the possibility of being clicked again.
Thist test was done on a live session of Ubuntu Budgie 21.04 Beta with the iso daily-live/20210406/ on a virtual machine using virtual manager.

FYI: Ubiquity is a little fragile if you use back on some of the later pages (esp. after partition layout has been started). A replacement installer is under construction.
