Bug Description

In the initial OEM setup for Ubuntu Desktop 20.10 on Raspberry Pi, I selected Esperanto (eo) but the language is not changing (Still English) after setup. This also occurs in Ubuntu Desktop 20.04 LTS for Hyper-V Quick Create.
