This is not a bug in shim-signed. Your system attempted to configure the package without an interactive debconf frontend, which makes it impossible for shim-signed to prompt you to set a password for use of MOK, and setting up MOK is required in order for dkms modules to work. And you have a dkms module present on your system (bcmwl, for Broadcom wireless). So the shim-signed package is correctly erroring out, rather than letting the package be configured while letting the system be in an unusable state.
Reassigning to ubiquity, which is the package that is installing shim-signed here.
