issue with boot appears to be with grub installer

Bug Description

pressing the power button initializes power up of a HP specter, but does not boot into ubuntu. esc pressed repeatedly to bring up bios menu is required.

I have formatted the media drive previously used, made a new media, and reinstalled Ubuntu. Problem persists after installation. Additionally USB media used did not boot without use of esc button to bring up bios menu. All function after boot appears normal.
