Chosing manual partition changes keyboard-layout

Hi,

sorry, I'm pretty sure, I'm posting this under the wrong section, but it is late and I'm just not fit enough, to understand all the infos on bug-reporting.

It's not a security-issue, but it can be annoying.

I installed Ubuntu 18.04.3 and I checked it several times:

If you chose german keyboard-layout and let Ubuntu do automatic partitioning, the keyboard-layout stays german.

If you chose german keyboard-layout and create partitions yourself ("do something else"), the keyboad-layout changes to english-US.

After the installation, you cannot login if you are using special characters, because the actual login uses german keyboard layout, but the setting of the password used english keyboard-layout.
