installing ubuntu onto a flash disk fails with installer crash

Bug Description
use Rufus to make a ubuntu installer flashdisk-1;
boot with flashdisk-1, with live mode;
plug-in flashdisk-2;
select "install ubuntu 19.10" from desktop;
completed with every steps & installation starts;
hours later, crash reported with the ubuntu installer.
