Updates pulled on install anyways with checkbox unmarked

Bug Description

On xubuntu oem install, I unchecked the box "Download updates while installing Xubuntu" and checked the box "Install third-party software". After the install was complete and the system rebooted, I went to `sudo apt update && sudo apt dist-upgrade` and there were no updates, meaning the updates were grabbed on install anyways.

Actually on the 17th, when this bug report was reported, there would have been no updates to download or install.

Yep you're right. There weren't any updates as of yet so this bug I think can be closed. Sorry about that.
