Installing to usb, grub gets installed to harddisk

Bug Description

When doing an automatic install to usb, Ubiquity installs grub to the harddisk. This is unexpected and umwelcome behaviour.

1) Ubuntu 19.04 amd64
2) Ubiquity version of 19.04 install
3) grub is installed to the efi partition of the usb stick
4) grub is installed to the efi partition of the harddisk

Same issue happens with 18.04 installer

It looks like the installer install the efi directory to sda even if you ask it to install to the USB disk(sdb).
