I downloaded today's pending image (20190311), all the seeded snaps are there both in the live session and after installation.

The .manifest issue isn't a regression: see https://bugs.launchpad.net/ubuntu/+source/livecd-rootfs/+bug/1819287/comments/4. However, this is valid and could be added.

this means the system is still initializing the snaps (your machine seems to be slow at this)... as long as they are not fully seeded, the snap packages will not show up in "snap list" ... give it a bit more time.

OK, unless anybody comes up with evidence to the contrary, I'm going to say that what was happening was this:

Some isos have gone out with snaps that had `base: core18`, but without seeding `core18`. This is not supported, and will cause seeding to hang.

Unless somebody can positively point to this happening on an iso that _didn't_ have these wrongly-seeded snaps, or conversely have it not happen when the core18-based snaps were seeded, that's all there was to it.

It's been harder to debug than would've been ideal because there has been some confusion around which isos people were testing.
