Thank you for reporting this bug to Ubuntu. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner.

Xubuntu 19.04 has been out of support for some time:
https://xubuntu.org/news/xubuntu-19-04-released/

I'm closing this now but please create a new bug report if the same or similar issue is seen with a currently supported release.
