Ubiquity is in english by default at launch

Bug Description

Binary package hint: ubiquity

With ubiquity 1.7.2, the first screen should use current language.

Steps :
use last Hardy daily-live iso (20080109)
select french at boot
gnome is launched and use french menus
launch ubiquity->it's in english

May be the resurection of Bug #41896
