keyboard layout stays qwerty while I have chosen France/France during isntallation

Bug Description
During installation of 18.04, either by choosing directly "Install ubuntu" or "Try ubuntu" and then "Install ubuntu", I choose France/France for the keyboard layout.
However later on, when I have to type my username and password, the layout is still qwerty.

Seems to happen only when booted in EFI mode.
I tried to replicate this in vbox VM in this does not happen there (which still boot using BIOS instead of EFI).
