Installer welcome page does not indicate what it is going to install nor what the user should do next

Bug Description
To reproduce, simply boot any 18.04 installer ISO in either live desktop or install mode, and then start the installation. If you have no internet connection the very first page of the wizard contains no information at all and if you do have an internet connection you only get a release notes link.
At a minimum this screen should display:
1. The flavour and release of Ubuntu which is going to be installed.
2. What the selection box at the left of the dialog does.

As an absolute bare minimum this screen should say the name and version of the software you are about to install.
