incorrect keyboard layout in installer

Bug Description

I installed budgie in a VM today (latest ISO from http://cdimage.ubuntu.com/ubuntu-budgie/daily-live/current/ , dated 2018-03-13).
During the install stage, I selected an alternative keyboard layout (French bépo), but in the next installer steps it wasn't used (US qwerty was used, most visible in the step that prompts username and password).
After completing the installation and rebooting though, my keyboard layout was in use on the login screen, as expected.

I am not seeing the issue with the latest daily ISO for Ubuntu proper. So this seems specific to the budgie images.

Olivier - maybe - but ubiquity is not customised in anyway for budgie other than the cosmetics such as the wallpaper and panel.
