Bug Description

"Back" and "Continue" buttons are enabled on the last page of the end-user configuration (OEM install)

Steps to reproduce:
1. Install Kubuntu 18.04 in OEM mode
2. Run "Prepare for shipping to end user" from the desktop
3. Reboot the machine
4. Configure Kubuntu (language, timezone, keyboard, user data)
5. On the last page, notice that "Back" and "Continue" buttons are enabled.

Check the attached screenshot to see how it looks like.
