Installed packages missing installing Ubuntu 17.10 offline

Bug Description

On same PC:

Machine: Device: desktop Mobo: ASRock model: H110M-G/M.2 serial: N/A UEFI: American Megatrends v: P1.10 date: 05/11/2017
CPU: Dual core Intel Core i3-7100 (-HT-MCP-) cache: 3072 KB
           clock speeds: max: 3900 MHz 1: 3900 MHz 2: 3900 MHz 3: 3900 MHz 4: 3900 MHz
Graphics: Card: Intel HD Graphics 630

on 2 different partitions of same disk I installed Artful from Ubuntu 17.10 "Artful Aardvark" - Release amd64 (20171018)
on part p6 I installed being CONNECTED to internet, on part p7 I installed being DISCONNECTED (no wi-fi, ethernet cable disconnected)

After installation I find some packages (flagged 'installed,automatic') ARE INSTALLED ONLY in the installation done CONNECTED.

before apt update+full-upgrade

I found this problem on Bionic but being able to reproduce it in Artful i guess is better to open the bug on Artful being a stable environment.
I installed with manual partitioning reformatting already existing partitions

as suggested in http://iso.qa.ubuntu.com/qatracker/milestones/383/builds/159202/buginstructions i'm opening this bug on ubiquity, but ubiquity is not installed, please correct if i'm wrong.

in the attached zip You will find:

pkp6new: gstreamer packages installed on Ubuntu 17.10 partition p6 after installation CONNECTED to network
before apt update+full-upgrade (same as listed above)

pkp6afterUpgrade: gstreamer packages installed on Ubuntu 17.10 partition p6 after installation CONNECTED to network
and apt update+full-upgrade

pkp6new: gstreamer packages installed on Ubuntu 17.10 partition p7 after installation DISCONNECTED from network
before apt update+full-upgrade

Thanks for the report, I'm wondering if this is not normal behavior if one chooses to install third party packages during the installation. I may be wrong but I think those don't ship on the iso.
Have you checked if the inconsistency is corrected after running the first post-install upgrade on the installation done with no connection?

Note: I see same problem on 18.04 Bionic daily 1127.
As stated in my description of the problem You can find the 4 different package list in the attached zip. In any case I send it again:

gstreamer packages installed on Ubuntu 17.10 partition 7 after installation DISCONNECTED from network
and apt update+full-upgrade (done connented to network)

Marking invalid as reporter was enabling option to install these packages during install process

Changed in ubiquity (Ubuntu):

Also when installing OFFLINE the option to install these packages during install process was enabled but the result between online and offline has been different. In the install screen where the option is proposed if I'm disconnected from network the option 'download updates ...' is grayed but the option 'install 3rd part ...' is not.
