Power off button in menu doesn't work

Bug Description

Boot up Ubuntu 17.10 ISO (ubuntu-17.10-desktop-amd64.iso), select "Install Ubuntu" from boot menu. In graphical installer clicking on "Power off" button in app indicator menu does nothing.
And only now I noticed, that I can quit installation by clicking close button on installer window, but it doesn't shut down computer.

Easily reproduced in a VM. Even more annoying is that apparently no gettys are spawned in this mode so you can't even check with systemd to see if a shutdown request has been initiated and failed for some reason, or try to initiate a shutdown from the command line.
