install failed after giving up on reinstalling packages

Bug Description
I was using the Kubuntu 17.10 from a couple of days ago to install, written to a USB flash drive, to install 17.10 on my desktop (an attempt at upgrade failed--I was doing other things while the upgrade (from the command line) was preparing packages for installation, and when I returned, I just saw the glowing kubuntu graphic boot display, sitting there and making no progress, so I decided to try a plain install). It spent a long time trying to restore (or perhaps update is the better word?) packages that it saw already installed, and then a pop-up appeared, saying that it couldn't complete that part, and I could just reinstall packages manually after the install completed. I clicked to close that window, and just after that it came up saying the install failed, so I should submit an error report on ubiquity, which I am doing now.
