Bug Description

Test Case
1. Do an OEM installation in English
2. Boot a first time and click on 'Prepare for shipping'
3. Reboot
4. During end user setup, select 'French' and proceed with the setup

Actual Result
Extra language packs for French are not installed and the desktop is partially translated.
