Keyboard step - Keyboard layout not applied when layout is selected

Test Case:
1. Launch ubquity and proceeed to the keyboard configuration page
2. With English as default keyboard layout, select French / French in the list
3. Go to the test field and type french specific keys (eg a, w, ...)

Expected result
Layout is set to French and typing French specific keys enters the corresponding character

Actual result
French is selected in the list but the actual layout is still English.

This needs an update of the console-setup embedded in ubiquity -- I've done this, and ubiquity 17.10.8 is waiting in the artful queue.

So, weird: got hit by this on my second install of Ubuntu MATE Artful i386, on the first install I left the install language as English and there was no problem selecting my layout after that, on this second install I started the installer in French and the problem showed up.
