There is no possibility to install Ubuntu 17.10, behind proxy server

Bug Description

Release: 17.10 (development branch. Daily ISO (2017-09-26 22:14))

In new installer of Ubuntu 17.10 I can't successfully finish the installation process. There is no possibility to set proxy settings, so when installer want install some packages, there is connection error and entire installation is broken.

Also there is no possibility to install ubuntu without network. When my computer isn't connected to the internet (all network ports are disconnected) I can't continue my installation.

What you expected to happen:
Installed OS is working.

What happened instead:
Installer crashed because can't download packages. Forcing to using internet connection when OS is installed sounds like bad idea. The new installer is so poor...

Are you installing using the graphical installer or the command line (debian-installer) one?

I tested this statement "Also there is no possibility to install ubuntu without network. When my computer isn't connected to the internet (all network ports are disconnected)" with the graphical installer and did not have an issue. I used the an Ubuntu 17.10 daily image from 20170926 and disabled my network connection and was able to install successfully.

Ran into this same issue today with the official release. No options in the gui to set the proxy settings, installation fails.

Had to use "try ubuntu" set the proxy settings there, then use the installer.
