Selecting London England selected US Keyboard settings - should be UK

Bug Description
Ubuntu Budgie 17.10 beta 1
Test case: install entire disk
The country autoselected to be England, UK - which is correct since that is the location I am in.
The next screen is to select the keyboard - this defaulted to US. This is wrong - it should have been English (UK)
