Once this goes in, please try the next image and see if it works.

I tried what should be the same changes manually on today's daily, but it's really hard to actually test the built product so I might have made a mistake.

This bug was fixed in the package ubiquity - 17.10.6

ubiquity (17.10.6) artful; urgency=medium

  [ David Mohammed ]
  * Set XDG_CURRENT_DESKTOP for Budgie, so the wallpaper shows. (LP: #1713662)

  [ Iain Lane ]
  * debian/rules: Use an absolute path to KeyboardNames.pl so that the rule
    in console-setup fires.
  * Automatic update of included source packages: console-setup
