Bug Description

When doing an install from the live environment, the MATE installer does not migrate existing user accounts. Every other aspect of the "upgrade" works as far as upgrading existing packages, but the existing user accounts are clobbered. I have seen this in the process of upgrading from 14.04 to 16.04 and 14.04 to 17.04 Beta 2.

What do you mean by "does not migrate existing user accounts"?

When you attempt to install from the live environment over an existing installation, the installer will detect that installation and allow you to perform an upgrade. It works just like the upgrade process in Ubuntu -- except the MATE installer clobbers the existing /etc/passwd file and creates and prompts you to create a new user account. When performing the same process in Ubuntu in both current and previous releases, the installer skips the user account creation prompts and retains the existing user accounts.
