wifi availablity delayed in installer

Bug Description
# Details
* Fresh install of Ubuntu Budgie 17.04 (Beta 1)
* Macbook Air (mid-2013)
* Does not crash, and I have a workaround
* Installed in UEFI
* single boot without any additional UEFI loaders, etc.
* wifi driver provided by "bcmwl-
# Steps to Produce
* Boot off of a USB with the ISO image by pressing and holding "Option" at boot.
* Start the installer and proceed until you get to the screen where you select the options to "Download updates while installing Ubuntu" and "Install third-party software for graphics and WiFi hardware..."
* Select the option for hardware only (as I do not yet have an internet connection). Proceed.
* Drivers install. Then I press "back".
* I can then select "Download updates while installing ubuntu" and proceed again with that option.
# Issue
I think this is more so just an "order of operations" issue. Might it make more sense for the installer to move the "Download updates while installing Ubuntu" option into its own step in the wizard after the wifi drivers might be potentially installed? Then the internet connection is available to allow the downloads to be both selected and processed with an internet connection (since it is a dependency).
I cannot attach the log files as this is primary computer and had to get it running - so I came back to this bug. If needed, I am willing to blow away my system and reload to assist.
