oem-config fails to start

Bug Description

Zesty daily.

Install in oem mode.

Reboots in first instance correctly allowing one to setup for end user.

Next reboot to allow oem-config to run hangs at splash screen (perhaps) at least never reaches desktop.

Checked Xubuntu, Ubuntu and Mate
