Ubuntu 16.04LTS doesn't format the first encryted partition preventing installation

Bug Description

I was installing a new laptop with manual installation and MBR encrypted partitions following http://linuxbsdos.com/2014/05/28/how-to-install-ubuntu-14-04-on-encrypted-mbr-partitions/

After setting up the partitions (one /boot, one encrypted /, one encrypted swap, and one encrypted /home) I got the "summary screen" with the actions that are gonna be taken and then got an error saying that the / can't be mounted. I tried three times and it failed. Then I noticed on the "summary screen" that all the encrypted partitions (and /boot) were marked as "to be formatted" beside the /. When I went and manually changed it to swap and then to / again ticking the "format" box it worked.

Ubuntu 16.04 (xenial) reached end-of-standard-support on April 29, 2021.

I'm setting the status of this bug to 'Incomplete' as it's not seen any activity for some time. If this is still an issue when using a currently maintained release of Ubuntu then please let us know which one(s) otherwise this bug report can be left to expire in approximately 60 days time.
