Bug Description

Was trying Lubuntu 16.10 offline.
First I tried intall in Grub, but grub-install failed, and was gone in the popup window error (which there is no way to close, but a bug for that already exist).

So I try to install in "Test Ubuntu", but it did the same.
I search for grub-install and found out it was not there.

In log file, I found the system was trying to 'apt-install grub-pc' but could not (I
was in a place without Internet).

And indeed I saw that grub-pc package was not installed (on the DVD).

Happened to me as well when I was trying to do a custom offline install of 16.10 near the existing Windows 10. I told the installer I want Ubuntu on /dev/sdb4 (logical) , and swap on /dev/sda4 (primary). It then failed with exactly the described symptoms.

I am facing this issue too, but I solved that problem by turning on the Internet, and I do not check "Install updates during installation". Anyone who have this bug should turn the Internet on.
