Loki Installer formats /home despite being told not to.

Bug Description

During a custom installation of elementary os I had planned on installing over my current Ubuntu Gnome install. (I have a separate root and home partition) I had selected my old root to become the new root, and to be formatted with the check box and my /home to stay /home and NOT be formatted. The install went as normal but I was greeted with a completely formatted /home partition. The installer had stated only root and swap would be formatted, and NOT home. Thankfully I had a backup, but I did lose two weeks worth of data.

To see if this was just something normal with the installer I added files to the new /home and then installed over elementary Loki with Ubuntu using the same steps. My files persisted.

I'm new to bug reporting so my apologies if I formatted this incorrectly.
