During installation from the live session, the installer failed at 'installing a language pack'. I am trying to install in Swedish.

I don't think this (bug #1616183) is a duplicate, because it affects the default language too, US English, which I found a few minutes ago while isotesting Lubuntu desktop i386 beta1.

The UbiquitySyslog.txt that was attached to this bug has "Argument "0,0000" isn't numeric" which I believe is an indicator of bug 1611010.

If there's an issue with the US English install crashing, then yes that would be a different bug. Please file a new bug for that so that the logs are about that issue and not for Swedish. Thank you!

I'm testing when re-located to the New York time zone, and still used Swedish language ... it works in amd64, and it works in i386.

Probably this means that it is a duplicate of bug #1611010. We will find out, that the bugfix of that bug trickles down to the iso files.
