ubi-usersetup doesn't seem to be able to handle "special" characters

Bug Description
I was trying to make an account during the installation of Ubuntu with a password that included the section symbol (§), but this kept making ubi-usersetup crash with exit code 2. In addition, the change password window seems to have frozen after I tried to change my password (post-installation) to include the same character.
