install ubuntu crashed due to ubiquity: package 'gnome-panel-data' is not installed

Bug Description

I have dual OS: win 8 and Ubuntu 16.04 LTS.For some reasons, Ubuntu hasn't worked well and I decided to re-install Ubuntu using USB bootable that it's ok before. But this time, the installation has been crashed at step "ubiquity: package 'gnome-panel-data' is not installed"..

I repeated many times but still hit the same issue, Google for 3 days :(. Please help to take a look whether it's real issue or not. Below is snapshot from syslog:

Unable to install gnome-panel-data manually:
