Grub fails to install when system installed to /dev/sdb

Bug Description

System installer failed when attempting to install Grub on /dev/sdb.
(Ubuntu 16.04 (Xenial Xerus) Beta 2)

Step 1: Ensure second hard drive is installed in system (with target installation to /dev/sdb.)
Step 2: Begin installation on /dev/sdb.
--> GRUB will fail to be installed on /dev/sda.
Step 3: When prompted, attempt to correct the issue by choosing to install GRUB on /dev/sdb.
--> Installer will become unresponsive (can't proceed from resolution dialog with unresponsive UI)

Workaround: Disconnect other drives before installing. (Installation appears to work fine on /dev/sda)
