Bug Description

Title as it is , Ubuntu 16.04 ubiquity keyboard layout selection goes wrong
please see the screenshot.
I meet it whenever I attempt to install Ubuntu 16.04 at the keyboard selection field in ubiquity.
There is no proper keyboard layout for me as followed by region "Seoul" in my case.
it doesn't even have keyboard layout itself on occasionally.
and, it also affect to the installed system after successful installation.

It happened whenever I choose language as Korean
but, when I tried it in English , it shows me proper keyboard layouts
please see the screenshot.

I assume that it is a language related issue.

In the locale, right before selection field of keyboard, it shows me like this ,please see the attached screenshot.
anyway,whether I choose "yes" or "no" the result is same as it is written in the description.

It happened to Kubuntu 16.04 Beta-2 and at this time even Kubuntu installer crashed down.

I t happened to Ubuntu MATE 16.04 Beta-2.
It seems that the Kubuntu 16.04 Beta 2 installer crashes, there should be another filing of bug.

If you install using a connection with internet, the installer works

As far as I know, that is for the wireless internet, but I am using a ethernet desktop
this is not a laptop and it works fine in general.
what I care about is ubuntu korean server connection issue.
It disconnected frequently these days, and I think this issue was caused from that ubuntu korean server connection issue.
anyhow, It is an assumption.

So, my idea is
we need something more intelligent workaround like this.
if the local mirror server has an any issue then ubuntu main server works automatically to contiune the process.
