Bug Description

Hello,

When installing Freya through the installer and encrypting my drive. The encryption key is asked before the keyboard layout, as I 'm not using a QWERTY keyboard I am unable to use my encryption to de-encrypt my partition.

Nevertheless I know how to use QWERTY keyboard, but for me it's a nonsense to start by entering the encryption key before keyboard layout in the installation process.

Please do not assign bugs from other distributions and projects to Ubuntu Project, without verifying that it in-fact affects Ubuntu and is not a duplicate.
