14.04.2: oem-config-gtk not installed after doing an OEM install

Bug Description
After doing an OEM install (in UEFI-mode at least), oem-config-gtk isn't installed.
I have a hunch it's not being installed in BIOS-mode as well (will confirm that shortly). But the interesting UEFI-mode quirk is that if I try to:
$ sudo apt-get install oem-config-gtk ubiquity-
apt will remove grub-efi-amd64, grub-efi-

Confirmed: oem-config-gk is likewise not present after doing a BIOS-mode OEM install.
But with a BIOS-mode install, nothing crazy happens when I:
$ sudo apt-get install oem-config-gtk ubiquity- frontend- gtk
