Ubiquity fails to reinstall previous installed packages

Bug Description
Steps to reproduce :
- get Ubuntu 13.10 (i386) installed
- boot on Ubuntu 14.04 (x64) live usb
- choose "other" in install type, and choose Ubuntu 13.10 as /, without formating
- install
Results :
- wait several minutes (5 to 10) that something save the previous installed packages
- wait some minutes (2 to 5) the normal installation
- wait additional minutes (2 to 5) that ubiquity fails to reinstall any of the previous installed packages
Expected results :
- get the selection of packages quickly (1 minute max)
- detect if the is a arch incompatibility (32 versus 64 bits)
- or remove the useless function if it doesn't work in any cases.
