... and it's repeatable starting from scratch with multiple wgets of the original lubuntu iso from cdimage.ubuntu.com.

expanding on comment#2, what seems to be happening is that the kernel packages are left in an incomplete installation state, so dpkg always exits with a non-zero code, and the installer sees the non-zero exit code and bails.

this is likely a symptom of bug #1317602 and will go away once that bug is fixed.

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. If you test it and it is still an issue, kindly upload the updated logs by running only once:
apport-collect 1318437

and any other logs that are relevant for this particular issue.
