OEM install should have the 'prepare for end user' icon on desktop

Binary package hint: ubiquity

When doing an OEM install with ubiquity, there is no 'prepare for end user' starter icon on the desktop. Opening a terminal and doing 'sudo oem-config-prepare' is not discoverable.

It should behave similar to the alternate OEM mode.
