Users lost after upgrade from 13.10 to 14.04

Bug Description

I had an 32bit-ubuntu-13.10-system with an admin-account "rehs" and two users "rolf" and "sabine". I installed from 32bit-ubuntu-14.10-usb-stick. I choose not to erase but to upgrade the system to 14.10. After finishing I found rehs but rolf and sabine were lost. /home/rolf and /home/sabine were still there. I performed "sudo adduser rolf" and got a new rolf but the warning that rolf did not own /home/rolf". I could solve this problem with
sudo chown -R rolf:rolf /home/rolf
sudo chmod -R u+rwX /home/rolf
sudo chmod 600 /home/rolf/.dmrc
sudo chmod 755 /home/rolf

Please do not use ubiquity / usb / cd sticks to upgrade. Instead use the updater http://www.ubuntu.com/download/desktop/upgrade

You most likely lost many apps as well which were not possible to upgrade.

The recovery you performed is correct. Users & all data is preserved only when doing a normal upgrade. Ubiquity's upgrade option does not preserve that.
