The bug is in the file /usr/share/ubiquity/console-setup-apply . On line 11 it reads "cp -a /etc/default/keyboard /target/etc/default". The file /etc/default/keyboard doesn't exist on the distribution CD thus the copy fails. Commenting out this line makes the plugin work without crashing. How this could be overlooked is beyond me.

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
