Installer asks for time zone after copy of packages to hard drive

Bug Description
After file copy to hard drive the base-installer come up highlighting the time zone line. If you press
returen, nothing happens. Going to the next line and input a username and password freezes the intaller.
Going to a secend consol I can see, that the user was created.
Ending the freez with ctr-c brings me back to the installer again with timezone highlighted but not usable.
Configure apt does not work as well. And I could not install grub. Finishing the installation was not
possible as well.
After manual installation of grub I could boot up and end the installation successful.

Yes, 20050316 is broken. I fixed the breakage earlier this morning and am
rebuilding CD images now. Thanks.
base-config (2.62ubuntu12) hoary; urgency=low
* Use -- to separate tzsetup options from debconf options.
* run-in-target uses debconf itself, so switch the order of run-in-target
and env in target_debconf.
