"ETC" section in tzdata is backwards

Bug Description
Binary package hint: tzdata
with dpkg-reconfigure tzdata I set the timezone to GMT-7 in the ETC section and it gives me GMT+7 time. I set it to GMT+7 and I actually get what I want (GMT-7). The zones for the pluses and minuses are backwards.
