Caracas time zone appears -530 and is -430

Bug Description

During ubuntu install since our time zone in venezuela changed to -4:30 in all the distros shows -5:30 when you begin to install it, after it boots again it is fixed to -4:30 , dont know why

Hi gabriel2007. Thank you for taking the time to report this bug and helping to make Ubuntu better. This particular bug has been reported in two other reports as well, so I will mark this one as a duplicate of bug 359605.

However, as this bug was reported a very long time ago with no activity since, I am suspecting this problem may actually have been long solved. If you are still experiencing this problem in newer versions of Ubuntu, please report back in bug 359605.
