Douala doesn't use daylight saving time

Bug Description

Hi,
i have noticed that during the installation of Ubuntu 9.04 when you click on 'Douala', the time set is not right. I may be wrong but it looks like the installer thinks this city should respect daylight saving time. As far as I know, it's not used in this area; so the right time for this city (and maybe for the others cities around) should be GMT+1
